What to know about Pennsylvania

The rate depends on where you live, not where the dealer is. PennDOT can assess tax on fair market value instead of your stated price if the declared amount looks unreasonably low. New residents who owned the vehicle more than six months before applying for a Pennsylvania title are exempt.
