Rhode Island renews passenger vehicles every two years, but these are one-year rates.
The statute sets the weight fee "for each year of registration" and the DOT surcharge is $20 a year, so a two-year renewal collects both twice. The $3.50 technology surcharge is charged once per transaction, not per year. That is why a two-year bill is not exactly double.

How Rhode Island calculates registration

Rhode Island prices by gross weight and adds a $20 per year DOT surcharge plus a $3.50 technology surcharge. Passenger vehicles renew every two years, so the bill is roughly double these annual figures. New electric and hybrid fees took effect January 1, 2026.
